Japan Launches Public Consultation on Draft Third Bicycle Promotion Plan
Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has initiated a public comment period on the draft “Third Bicycle Utilization Promotion Plan” to gather input from citizens aimed at further advancing bicycle use for a sustainable society. The consultation runs from January 8 to February 6, 2026, following discussions by an expert panel since March 2025. This builds on the Second Plan, set to conclude in fiscal 2025, under the Bicycle Utilization Promotion Act.
Background
The Bicycle Utilization Promotion Act (Law No. 113 of 2016) mandates comprehensive and planned initiatives to promote bicycle usage across government and private sectors. The Second Bicycle Utilization Promotion Plan, established in 2021 (Reiwa 3), has driven collaborative efforts amid evolving social conditions, such as increased focus on sustainability and urban mobility. With that plan ending in fiscal 2025 (Reiwa 7), MLIT’s Bicycle Utilization Promotion Headquarters formed an expert meeting in March 2025 to draft the third iteration, addressing recent trends like environmental goals and post-pandemic shifts in transportation. The draft is now open for public feedback via the e-Gov portal to ensure broad stakeholder input.
Future Outlook
The Third Plan aims to accelerate bicycle integration into daily life, supporting Japan’s sustainable development goals by enhancing infrastructure, safety, and multimodal transport links. Anticipated measures may include expanded cycling networks, policy incentives for e-bikes, and integration with public transit, potentially reducing carbon emissions and promoting health.
